21세기를 문화의 시대라고 하는데, 본 강의에서는 새로운 패러다임으로서의 문화를 중심으로 정부의 역할과 관련된 다양한 이슈들을 다룬다. 국가차원의 문화정책을 뛰어넘어 지방정부 차원에서도 지역경쟁력을 확보하기 위한 수단으로 문화적 접근을 시도하고 있으며, 나아가 세계 시장에서도 한류의 열풍을 토대로 국가경쟁력 향상에 문화가 중심이 되고 있다. 문화산업은 사람들의 문화적 욕망을 충족시킬 뿐만 아니라 국가발전을 이끌어갈 새로운 성장동력원으로서 각별한 주목을 받고 있다. 이에 따라 문화를 다루는 국가행정, 즉 문화행정의 중요성과 위상 역시 크게 높아지고 있다. 이런 점을 주목하여 본 과목은 문화행정의 주요 이론을 습득하고, 팀 프로젝트를 통해 각종 문화행사 프로그램의 제안서 작성 등 실무를 체험하는데 중점을 둔다.

Cultural policy is the area of public policy-making that governs activities related to the arts and culture. Generally, this involves fostering processes, legal classifications and institutions which promote cultural diversity and accessibility, as well as enhancing and promulgating the artistic, ethnic, sociolinguistic, literary and other expressions of all people?especially those of indigenous or broadly representative cultural heritage. Applications of cultural policy-making at the nation-state level could include anything from providing community well-being.
