이 과목은 기본적으로 행정학 이론의 발전과정과 이론적 내용 및 의미를 다룬다. 행정학 이론에 있어서 관료제의 중요성 및 특징을 강의하고, 현대 행정에 있어서 관료제의 문제점도 논의하게 된다. 또한 관료제 이론과 아울러 고전적인 행정학 이론의 접근법을 설명하고, 그에 대한 비판 및 행태주의적 논의에 대해서도 다루게 된다. 그리고 비교·발전행정의 중요 이슈들도 논의하게 되며, 신행정학의 이론적 접근법과 아울러 신공공관리 등 후기관료주의적 접근법에 대해서 논의하게 될 것이다. 따라서 이 과목은 행정학을 공부하는 학생들의 행정학 이론 발전에 대한 기본적인 학습과 이해를 목표로 진행되게 될 것이다.

This course deals with the historical development of public administration theories including changes of bureaucratic paradigm and managerial issues of public organizations. The perspectives about bureaucracy have been changing according to the change of governance paradigm, but, the bureaucracy is still providing important managerial principles to public organization. Changing paradigm has been bringing about changes in many aspects of bureaucratic public administration theories. This course thus aims to build students' knowledge of the development of public administration paradigms and theories and managerial issues of public sector based on understanding the theoretical development of public administration and bureaucracy.
